Lying, stealing, cheating..

People will always be lying, stealing, cheating…! ..well.. ..yeah.. ..as long as these two conditions exist: 1. a motivation (a reason) 2. an opportunity (the chance to lie, steal, cheat without being cought) So.. 1. How would a better human society keep the motivation as low as possible? And 2. What do we have to do to diminish opportunities? (without any ‘hard’ control mechanisms, like any form of authorities, surveillance or administration)
